A file is owned by SYSTEM and the Administrators group has full control. Each user on the network has at least one shared folder he can use to share files with all other workgroup users.
An ADMIN Account can access all the folders and files on the computer. Click OK button on all Properties windows and then close it. Copy sam file without admin rights exe c:\windows\system32\sethc.
